Trump is offering $5000 per vote to republicans

He's calling it the "Trump Dividend" and offers to pay every American $5000 to keep republicans in power in the house and senate. If this isn't desparation, I don't know what is. He says the divident comes with strings - it must be spent in the United States. How plans to pay for this or police how the money is spent is a complete mystery. This could cost the US Government $1 trillion.
